The Directive Principles of State Policy (DPSP) and Fundamental Duties are important components of the Indian Constitution. DPSP provide guidelines to the State for establishing a just and welfare-oriented society, while Fundamental Duties remind citizens of their responsibilities towards the nation and society.
Directive Principles of State Policy
The Directive Principles are contained in Part IV, Articles 36 to 51 of the Constitution. They are not enforceable by courts, but Article 37 declares them fundamental in the governance of the country. Their objective is to establish social and economic democracy.
The principles include promotion of social, economic and political justice, adequate means of livelihood, equal pay for equal work, free legal aid, protection of workers, organisation of village panchayats and promotion of education and public health.
Some principles aim at reducing economic inequality and securing a decent standard of living. Others encourage environmental protection, protection of monuments, separation of the judiciary from the executive and promotion of international peace.
The DPSP therefore provide a broad framework for government policies and welfare programmes. Although courts cannot directly enforce them, they have strongly influenced legislation and public policy.
Fundamental Duties
Fundamental Duties are contained in Article 51A under Part IVA. They were originally introduced through the 42nd Constitutional Amendment in 1976. The Constitution now contains eleven Fundamental Duties.
Citizens are expected to respect the Constitution, national symbols and ideals of the freedom struggle; protect India's unity and integrity; promote harmony; preserve cultural heritage; protect the environment; develop scientific temper; safeguard public property; and strive for excellence.
One duty also requires parents or guardians to provide opportunities for education to children between six and fourteen years.
Importance
DPSP and Fundamental Duties complement Fundamental Rights. Rights protect citizens from unjust state action, while DPSP guide the State towards welfare and social justice. Fundamental Duties encourage responsible citizenship.
Conclusion
DPSP provide a vision of a welfare state based on justice and equality, while Fundamental Duties promote civic responsibility and national commitment. Together, they strengthen the constitutional objective of creating a democratic, socially just and responsible society.
